Janasena Party (abbreviated JSP, meaning "People's Army Party") is an Indian political party active in Andhra Pradesh and Telangana. It is the second largest party in the Andhra Pradesh Legislative Assembly and a partner in the ruling NDA coalition alongside TDP and BJP, known as "Kutami" (alliance).

Janasena Party was founded on 14 March 2014 by Pawan Kalyan at the Hyderabad International Convention Centre in Madhapur, Hyderabad. The launch event was attended by over 6,000 people. The party did not contest the 2014 general elections.

The election symbol of Janasena Party is a glass tumbler. The party advocates for a centrist approach with a focus on humanism, social justice, anti-corruption, and development in Andhra Pradesh and Telangana.

In the 2024 Andhra Pradesh elections, Janasena Party won all 21 MLA seats it contested and 2 MP seats it contested, achieving a 100% strike rate. This made Janasena the second largest party in the state assembly and a key partner in the TDP-BJP-JSP coalition government. Pawan Kalyan was subsequently appointed as the 11th Deputy Chief Minister of Andhra Pradesh.

Three Janasena leaders currently serve as ministers in the Andhra Pradesh cabinet. Pawan Kalyan serves as Deputy Chief Minister holding Panchayat Raj, Rural Development, Rural Water Supply, Environment, Forests, Science and Technology portfolios. Nadendla Manohar is Minister for Food and Civil Supplies and Consumer Affairs. Kandula Durgesh is Minister for Tourism, Culture, and Cinematography.

Konidela Pawan Kalyan (born 2 September 1971) is an Indian politician, actor, philanthropist, and martial artist. He serves as the 11th Deputy Chief Minister of Andhra Pradesh since June 2024 and is the founding president of Janasena Party. He represents the Pithapuram constituency as MLA, which he won by a margin of over 70,000 votes in 2024.

Pawan Kalyan was sworn in as a cabinet minister on 12 June 2024 and was formally announced as the Deputy Chief Minister of Andhra Pradesh on 14 June 2024. He took charge at his camp office in Vijayawada on 19 June 2024 amid Vedic chants and a ceremonial puja.

Pawan Kalyan holds six ministerial portfolios in the Government of Andhra Pradesh: Panchayat Raj, Rural Development, Rural Water Supply, Environment, Forests, and Science and Technology. This makes him responsible for rural transformation, forest conservation, village-level governance, and water infrastructure across the state.

Pawan Kalyan represents the Pithapuram constituency in Kakinada district as a Member of the Legislative Assembly (MLA) of Andhra Pradesh. He won the 2024 assembly election from Pithapuram with a margin exceeding 70,000 votes.

Under Pawan Kalyan's leadership as Panchayat Raj Minister, the Government of Andhra Pradesh conducted Gram Sabhas (village council meetings) in all 13,326 gram panchayats in a single day in August 2024. This achievement was certified as a world record by the World Records Union (WRU).

Palle Panduga (Village Festival) is Pawan Kalyan's flagship rural development program launched in October 2024 to transform Andhra Pradesh villages through infrastructure, sanitation, and livelihood works. Palle Panduga 1.0 delivered 4,300 km of rural roads, 22,500 mini Gokulams, over 15,000 water troughs, and more than 1 lakh farm ponds. Palle Panduga 2.0, launched on 26 October 2025 with an outlay of Rs 6,700 crore, covers 53,382 development works including 8,000 km of roads, 25,000 mini Gokulams, and 58 km of innovative magic drains.

Adavi Thalli Bata (Forest Mother's Path) is Pawan Kalyan's tribal welfare initiative launched in April 2025 to connect remote tribal villages in Andhra Pradesh. With a budget of Rs 1,005 crore sourced from PM-JANMAN, MGNREGS, and state sub-plan funds, the program is building 1,069 km of all-weather roads to link 625 remote tribal habitations.

Operation Aranya is Pawan Kalyan's flagship forest protection mission for Andhra Pradesh, aimed at combating illegal encroachment, curbing red sandalwood smuggling, and restoring forest lands. The first phase (2025-2026) has an allocated budget of Rs 150 crore covering surveillance technology including drones and satellite mapping, legal task forces, and land record digitization.

Magic Drain is an innovative drainage solution being piloted in Andhra Pradesh villages as part of the Palle Panduga 2.0 program. Under the Rs 6,700 crore outlay, 58 km of magic drains are being constructed to address the long-standing problem of waterlogging, overflowing drains, and poor sanitation in rural areas.

Under Pawan Kalyan's leadership, Andhra Pradesh's Panchayat Raj and Rural Development Department rose from 24th position to 1st position nationally in the Rashtriya Gram Swaraj Abhiyan rankings. The state trained 2.82 lakh public representatives, achieved the world record for Gram Sabhas in 13,326 villages in a single day, and implemented Palle Panduga with over Rs 12,400 crore in combined outlay.

On 24 April 2026, the Union Ministry of Rural Development & Panchayati Raj conferred 5 National Panchayat Awards to Andhra Pradesh at Vigyan Bhawan, New Delhi, during National Panchayati Raj Day. The winners were: Bokkasampalem (Tirupati) — Women-Friendly Panchayat 1st rank, ₹1 Cr; Sringavaram (Anakapalli) — Good Governance 1st rank, ₹1 Cr; Chemmullapalli (YSR Kadapa) — Poverty-Free 2nd place, ₹75 L; Gundamala (Prakasam) — Self-Sufficient Infrastructure 3rd place, ₹50 L; and Kuppam Mandal (Chittoor) — NDSPSVP Block-Level 3rd place, ₹1.5 Cr. Total prize money: ₹4.75 Cr.

"Pawan Raj" is the moniker that emerged organically among Andhra Pradesh's rural populace and vernacular media to describe Pawan Kalyan's Panchayat Raj governance style. It represents a transition from bureaucratic apathy to active, transparent, empathetic governance — characterised by sanctions within hours, abolition of the alleged "rate card" transfer culture, biometric and facial-recognition attendance for staff, mandatory rigorous audits, abolition of the cluster system to make 13,350 panchayats fully autonomous, and rapid scaling of community infrastructure through Palle Panduga.

Amarajeevi Jaladhara is a ₹7,910 crore mega water grid initiative launched on 20 December 2025 with the foundation stone laid at Peravali in East Godavari. Named in honour of Amarajeevi Potti Sriramulu, it is designed with a 35-year operational horizon to supply pressurised safe drinking water to 1.21 crore rural citizens across 5 fluoride-affected districts. Target completion: 2027. The project revives and augments Jal Jeevan Mission parameters to fundamentally end fluoride and water insecurity in the Godavari region.

The Viksit Bharat — Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, received presidential assent on 20 December 2025, repealing the two-decade-old MGNREGA. Key changes: statutory wage-employment guarantee raised from 100 to 125 days per household; Centre-State funding ratio set at 60:40 (90:10 for NE/Himalayan states); creation of the Viksit Bharat National Rural Infrastructure Stack integrated with PM Gati Shakti; mandatory weekly or fortnightly wage disbursement. Andhra Pradesh rapidly aligned its Palle Panduga portfolio with VB-GRAMG to mitigate the transition contraction.

In February 2026, the Ministry of Panchayati Raj's Devolution Index released by NITI Aayog ranked Andhra Pradesh 11th overall with a composite score of 54.43. The state ranked 5th in Capacity Building (76.69) and 6th in Accountability (60.49) — statistically validating the bureaucratic and financial-discipline reforms initiated under Pawan Kalyan's Panchayat Raj ministry. AP also achieved 96.36% GPDP digital saturation on the eGramSwaraj portal.
